
If that does not work run fdisk again but this time create a partition do not format it. Reboot and go into the BIOS and set bios defaults and save. Once in dos run fdisk and delete the partition on the disk and leave it un-partitioned. Using another computer create a boot disk for win 98 that will allow you to boot into dos. So here some of the things to try if you have not already. Do you have another Packard Bell and are possibly mixing up the disks? I believe the floppy’s have the system configuration information and if you are mixing up the floppy’s it will likely error out. If you recently installed win 98SE why are you trying to reinstall it? Did you replace any hardware? From what I can find their seems to be two theories on this error one being the HDD not properly prepared the other incorrect CD rom drivers. If so can you validate that the ODD still works by reading and accessing the disk or another disk from within windows? The only other thing that I can think of is try making a copy of the master 1 disk with another computer and try it again. Sometimes CD's just go bad but both being bad is unlikely.
